Indonesia and Russia Move Closer to PPH Cooperation

JAKARTA: The Indonesian Government will expand the Patent Prosecution Highway (PPH) cooperation with Russia to speed up patent examination using search results carried out by patent office of each country.

A Memorandum of Understanding between the two countries was recently signed during the General Assembly of World Intellectual Property Organization (WIPO) in Geneva by the Directorate General of Intellectual Property (DGIP), and the Federal Service for Intellectual Property of Russia (Rospatent). In the meeting, both countries also exchanged information on recent practice developments of intellectual property.

Previously, on a similar occasion, Indonesia has started exploring the same cooperation with Denmark in 2025, and the matter is still under discussion. 

Implementing PPH would not necessarily impose a country to follow other countries’ decisions on granting patents. Every patent office has the full authority to decide whether an invention satisfies the patentability requirements set under its national law. However, through the work-sharing mechanism involved in PPH, the examiner could utilize the examination results from the partnering office as a reference, and the process would be faster and more efficient.

PPH would not only promote a more efficient examination process, but it could also reduce the workload of patent examiners by utilizing examination results from the partnering office, improving examination quality through the exchange of experience and best practices.

Through cooperation discussions with Russia, the number of Indonesian PPH partners could potentially increase if both countries agree to implement the program. 

If Indonesia and Russia successfully implement the PPH, that cooperation would become a strategic plan to strengthen the innovation ecosystem of both countries. Besides accelerating patent services, PPH could potentially improve technology investments, expand the protection of cross-country inventions, and reinforce Indonesia’s innovation competitiveness in the global market.
